Defense Grant and Agreement Regulatory System (DGARS)


This Web site gives information on DoD policies for awarding and administering grants, cooperative agreements, and certain other assistance and nonprocurement agreements.

PLEASE NOTE: This site does not tell how to submit applications or proposals for support. Since that information varies from program to program, it has to be obtained from the offices responsible for the specific programs of interest. A good first source of information is the Catalog of Federal Domestic Assistance (CFDA), published by the General Services Administration (query the CFDA at http://www.cfda.gov). A second source is the DoD Public Affairs office, which will try to identify specific offices that carry out the type of program you are interested in; it can be reached by telephone at (703) 428-0711 or by electronic mail through the comments page at http://www.defenselink.mil/faq/comment.html.

This site:

(1) Explains the Defense Grant and Agreement Regulatory System (DGARS).

(2) Describes the various types of funding instruments that are subject to the DGARS and identifies the DGARS publications applying to each type. It provides the text of current and superseded versions of DGARS publications or links to electronic sites where they can be found.

(3) Provides links to some sites having documents that are referenced in DGARS publications.

DGARS SYSTEM STRUCTURE

The system comprises regulations and other policy documents covering the award and administration of DoD grants, cooperative agreements, and (where the provisions so indicate) other types of nonprocurement instruments.

The DGARS was established by DoD Directive 3210.6, which can be viewed at the official DoD regulatory site (http://www.dtic.mil/whs/directives). That directive makes the Director of Defense Research and Engineering (DDR&E) responsible for issuing the documents constituting the DGARS.

The DGARS may include internal DDR&E policy memoranda as well as issuances that are part of the formal DoD regulatory system, such as DoD instructions, handbooks, regulations, and manuals. The formal issuances have designations consisting of the number of the parent DoD directive and a letter suffix denoting the type of issuance ("H" for handbook, "M" for manual, or "R" for regulation). For example, DoD 3210.6-R is the DoD Grant and Agreement Regulations (DoDGARs), the heart of the DGARS. The DDR&E's internal policy memoranda do not bear such designations.



DoD FUNDING INSTRUMENTS SUBJECT TO THE DGARS

The DGARS covers various types of instruments that can be used to carry out efforts whose principal purpose is other than acquisition (assistance, for instance). When the DoD's principal purpose in providing funds for an effort is acquisition (i.e., acquiring goods and services for the Government), a procurement contract or similar acquisition instrument must be used. The DGARS does not cover acquisition instruments.

Acquisition instruments on one hand and instruments subject to the DGARS on the other can be used for different efforts within the same DoD program; they are complementary tools available for use in the appropriate circumstances.
